According to Catherine Rampell of the Washington Post, the IRS is so underfunded and ”undersystemitized” (emphasis mine), that “as of July 29, the IRS had a backlog of 10.2 million unprocessed individual returns.” And in today’s world of face-recognition, artificial intelligence technology, Ms. Rampell reports that the newest technology at the Austin, TX processing center of the IRS uses Windows XP, an operating system from 2001.
